RIIPRM501E
The RIIPRM501E unit describes the skills and knowledge required to implement, monitor, rectify and report on contracts in the resources and infrastructure industries.

It applies to those who are responsible for the Control and Supervision of Contractors or Service Providers at the Mine.

This unit includes:
 
  1. Implement, monitor and report administrative procedures
  2. Monitor contract time frame and specifications
  3. Resolve contractual disputes
  4. Implement contract completion

Introduction:

MSIA presents an RIIPRM501 workshop to provide a competency for Site Senior Executives, Senior Persons responsible for establishing and maintaining a system to control contractors at their mine or Persons who Supervise Contract Workers.
 
In 2005 Shane Davis died whilst changing a tyre at a Queensland mine. The Coroner made numerous recommendations; one included a recommendation to appoint a Senior Person to control contractors.
 
Since that time, most fatal accidents at Queensland coal mines have been contract workers.
 
In 2019 the Brady Review of Fatal Incidents in Queensland Mines found the following.
 
There are now more hours worked by contract workers than employees of Mine Operators. The report also found that the fatal accident frequency rate is significantly higher for contract workers than employees of mine operators, particularly in Surface Coal Mines and Quarries.

In November 2018, the Queensland Mining Legislation was amended to include the requirement recommended in the Shane Davis Inquest from 2005, for a Senior Person to be included in the Management Structure to control contractors. The requirement not included is the competency requirement. It is the Site Senior Executive with the obligation to state the competency requirements (in the Management Structure).
