Introduction:
Queensland mining legislation is touted as being the best in the world, leading to arguably the safest mining industry world-wide. Despite this, in a coronial inquest into a fatal accident at a Queensland Coal Mine, those holding Senior Positions, Supervisory Positions and Contractors examined by the inquest stated that they had not read the Act or the Regulation. The inquest found numerous examples of non compliance, possibly contributing to the fatal accident. The mining legislation has many requirements, none more important than imposing safety and health obligations on persons who operate mines or who may affect the safety or health of others at mines (Section 7 a). Most people have little knowledge of their obligations and how they are required to discharge them. The first obligation of any person who may affect the safety of a person at a Queensland mine is to comply with the Act. Until the development of these workshops, there has not been a specific course / workshop specifically in mining legislation. The workshops break down hundreds of pages of legislation into simple concepts, diagrams and flow charts that any person can understand.
